This application is open and accessible to everyone. However, it has been specifically designed to serve individuals and organizations engaged in Disaster Risk Reduction and Management (DRRM).
The primary users include DRRM practitioners, officers, and enthusiasts who are actively involved in disaster preparedness and response.
Local Government Units (LGUs) can utilize the service to strengthen community resilience, while schools and academic institutions may adopt it as an educational tool to promote awareness and preparedness among students and faculty.
In short, while the platform is inclusive, its features and resources are tailored to meet the needs of professionals and institutions working in disaster risk management and education.
To ensure the integrity and reliability of the service, users are required to provide accurate and truthful information during registration and use.
This includes entering your correct first name, last name, and a valid email address.
Providing precise details not only helps maintain the credibility of the platform but also ensures that communication, notifications, and updates reach the right individuals.
Inaccurate or misleading information may result in restricted access or limitations in using certain features of the application.
Protecting your account is a shared responsibility. As a user, you are expected to maintain the confidentiality of your login credentials and any sensitive information associated with your account.

3. Your commitments to Tori and our community
Our organization provides a dedicated application designed to support coordination, collaboration, and mastery of data-driven disaster resilience.
The platform integrates advanced Artificial Intelligence (AI) tools to assist in Disaster Risk Reduction and Management (DRRM) tasks, offering insights, automation, and enhanced efficiency for practitioners and institutions.
While AI can be a powerful aid, it is important to recognize its limitations. You acknowledge and agree that any AI-generated content, recommendations, or analyses must be reviewed and validated by a qualified professional before being applied to critical emergency decisions or official operations.
This safeguard ensures that human expertise remains central to disaster response and resilience planning.
Responsible use of the platform is essential. You may not use the application to:
- Disseminate false or misleading information that could endanger communities or undermine trust in DRRM efforts.
- Harvest, collect, or exploit personal or organizational data without proper consent and authorization.
- Disrupt, obstruct, or interfere with the coordination and communication of official Disaster Risk Reduction offices or their partners.
By adhering to these principles, you contribute to a secure, reliable, and collaborative environment that strengthens disaster preparedness and resilience for all stakeholders.
4. Limitation of Liability
TORI Network Inc. provides tools and services to facilitate coordination, collaboration, and information-sharing in the field of disaster risk reduction and management.
However, it is important to understand that TORI is not, and should not be considered, a substitute for official government emergency broadcast systems, life-saving communication channels, or direct instructions issued by authorized disaster response agencies.
The platform is intended to complement—not replace—official emergency protocols. Users are strongly advised to rely on verified government sources, emergency hotlines, and authorized disaster response offices for immediate guidance during life-threatening situations.
TORI Network Inc. disclaims all liability for any damages, losses, or adverse outcomes that may arise from delayed, incomplete, or inaccurate data transmission during disasters.
While we strive to maintain reliable services, technical limitations, connectivity issues, or external factors may affect the timeliness and accuracy of information.
By using this platform, you acknowledge and accept that TORI Network Inc. cannot guarantee uninterrupted service or absolute accuracy of data during emergencies, and that ultimate responsibility for emergency decisions rests with official authorities and qualified professionals.
